Deborah McGlauflin has extensive experience
advising and facilitating the creation of public-private partnerships on behalf of government, corporate, and NGO clients,
as well as in training their Boards and staffs in the theory and practice of forming, sustaining and growing partnerships. Specifically,
- Helped Microsoft Asia establish a
public-private skills training and employment partnership in Sri Lanka involving an NGO, USAID and companies and trade associations
in four industries.
- Helped Microsoft Asia find partners and
craft a regional partnership approach to its efforts in six countries in Asia to combat human trafficking; coordinated its
grantee meetings and training sessions in India and Thailand related to this partnership.
- Conceived of and guided USAID’s Asia
and Near East Bureau (ANE) in launching a Mission Incentive Fund, which stimulated and funded thirty public-private partnerships
throughout that region.
- Had hands-on involvement in the establishment
and expansion of numerous USAID-funded partnerships, including 1) a cocoa partnership that started in Indonesia and the Philippines,
expanded into Vietnam, and “jumped” to the Andes region, 2) a multi-country education and employment partnership,
and 3) an IT4D alliance in Vietnam involving USAID, Microsoft and a number of other corporate and government partners.
- Facilitated two successive annual “summits”
of the education and employment partnership in Bangkok, Thailand and Alexandria, Egypt (for the coordinating NGO grantee,
the International Youth Foundation).
- Conducted mission-specific partnership
training for USAID staff in India, Jordan, Thailand, Indonesia, Egypt and Peru on behalf of both USAID/ANE and the USAID/Global
Development Alliance Secretariat (GDA). She also was one of the trainers for each of several partnership training
sessions for USAID staff in Washington, DC.
- Designed and delivered five Webcast training
programs on topics related to crafting public-private partnerships for USAID/ANE and the USAID/GDA. Training topics
included: private sector outreach, due diligence, memoranda of understanding, and collaboration agreements.
- Reviewed and rated hundreds of partnership
proposals for the USAID/GDA.
- Advised the design of and facilitation
of the Methane to Markets Private Sector Outreach Workshop for co-sponsors USAID/EGAT and the US Department of State.
